Since you are not under oath, it is not perjury - but you can't get
round it: they have residence in NZ as the requirement but have no way
of knowing whether a respondent is answering truthfully or not.

Default Air New Zealand Web Fares for Non-Residents?

I tried again after sending my last mail, this time I registered on their
site, then went in that way. This time they did not ask for country of
residence as they already knew it, I had told the truth on the registration.
The purchase sailed through, although at 7:30pm (UK) last night I got a call
for AirNZ and I thought "oh no they are cancelling" but all she wanted to
know was my youngest son's age!! So they know where I live, yet it wasn't a
problem. I checked my mail 10 mins after she called and there was my
e-ticket!! All 4 pages. Great service, she must have been processing the
sale as we spoke on the phone.
Anyway, hope now there won't be a problem when I try to get on the plane )
