Default Permanent residency, citizenship, insurance

Hello, in a few weeks my wife, self, son and two daughters are
arriving in Australia. We are citizens of the USA and also have EU
passports as citizens of Greece. Our goal is to all become permanent
residents of Australia. I am not exactly sure of the procedures as the
Australian embassy has not been very clear. However, there is some
concern of wheather we will have any health insurance coverage.

Since my wife and I are both 55, there is the possibility of the
"retirement visa". A website that explains this visa says we can not
have dependents and we would not be qualified for medical insurance.
If a major accident happened to us and we needed medical/hospital
attention, we would not be covered in the country? Our family does not
have such health insurance in the US, so is there any provider that
could cover us?
Also any information on the easiest steps for permanent residency
would be appreciated. We would be interested in applying eventualy for
Australian citizenship if necessary. Would we have to give up the US
or EU citizenship?
My daughter would like to transfer colleges from the US to Australia.
The tuition for Australians is low enough at public colleges. However
as an "international student" it would be quite high. Do you know if
the lower tuition applies just to Australian citizens or also to
permanent residents?
