Well, the cost to add pages is 0. Renewal is substantially more.
Sure, if you want to pay for a new one, they will let you pay for a new
one. If you simply need pages, there is no need to pay for a new one.

Why is this a dumb idea if it saves people money? US DOS has been doing
it for many years.

Never heard of it before, haven't traveled abroad enough to need it. So
they just tape new ones in? You'd think that would raise concerns about
forging the extra ones.

The forging would have to include the DOS seal.
