I stayed in the Hotel Mundial two years ago and I recommend it.
Centrally located, walking distance to all downtown attractions, yet
slightly off the main path in a modestly quiter area. First rate hotel
in every respect, and reasonably priced at that time, including an
excellent breakfast buffet.

Probably a lot cheaper for a better hotel. Not stayed in Portugal, but
Spain, the rooms were much nicer and much less than London!

Can't speak for Lisbon, but I was Porto recently and there was no shortage
of clean double en-suite rooms for about EUR35.
