i want to book ibis in honfleur and on their website the booking rate is
called RACK RATE what is this

It is the non-discounted published rate. Usually you would pay much less
than that, unless there is a particularly high demand for rooms at that
time.

Maximum price.

This is the price with no discounts given.

The only people who pay the 'rack rate' are the ones standing at the
reception desk in a dripping wet overcoat who say 'Do you have a room for
tonight?'

And only then if it's before six in the evening...

Not at an Ibis you don't. Discounts there are very hard to get
and if you do qualify they are not very large.

All I need from the back of a hotel room door is the way to the nearest fire

Take a closer look next time; the majority of hotels where I've stayed (on
any continent) list a horribly exuberant rate for the room along with the
directions to the fire escape. I'd always assumed it to be the hotel's
attempt to make you feel that the rate you paid was a bargain but it seems
in line with John's definition of a rack rate.

Not usually. The figure on the back of the door is often a
single figure for the whole of the year. The 'rack rate' for a
room is the price that you pay if you just turn up at the desk
and ask for a room with no special deal arranged. But this
rate will still differ by day of week and season, which the
posted price does not.
