Get a grip on reality! If you can find a place to buy in the USA for $200M that's located even approximately as you describe, it'll surely be, in your words, "a dump". If he's willing to live in a small town, and in a house that's NEAR the ocean or mountains (rather than overlooking them), I think it's possible. In many parts of the country (including mine) you can buy a nice house for $200,000. Same thing is happening in Austin and San Antonio, TX
Many buyers are investors from California, which drives the home prices up. Especially Austin prices are on the rise, with many lakes in and around town.
