a snippet from the EHDC hackney web site

A.I want to drive a taxi, do I need a licence?
Yes. You will need a permit from the Council. You will need to complete an
application and submit documention to prove that you are a fit and proper
person to drive a taxi or a private hire vehicle. You will be provided with
a driver's badge and a permit both of which are renewable yearly. A fee is
payable for this service. To drive a taxi or private hire vehicle without a
permit is an offence.


this rule exists throughout the EEC

im not saying you are wrong, but that sentence doesnt say anything
about driving a car that is used as a taxi, as a non-taxi at other
times, say to road test, repair, deliver it or do the shopping.

this doesnt either:-

You will be carrying passengers for hire in London and reward in a
purpose built vehicle which has different driving characteristics from
a standard car and consequently you need to take a taxi driving test
so that the licensing Authority can be assured as to your competence
to drive the vehicle safely in a congested city environment and your
ability to use the facilities provided to assist the disabled i.e.
wheelchair facilities and swivel seat.The test is conducted by a
member of the Public Carriage Office staff trained to take tests.

and only applies to "black cabs". I must say the stuff about having
different driving characteristics, which i also found quoted in
hansard by a minister, is pure and utter ********. You can drive a
small truck after passing on a mini, the test is obviously to weed out
poor but qualified drivers. Why not say so i dont know?

heres a good wheeze:-

The website Cleangreencars.co.uk has an idea for you. If, say, you're
a luxury car driver who doesn't want to pay the daily London
Congestion Charge (currently £8, but it might be going up to £25 in a
few months): tell the government you're offering a "private hire"
(i.e., taxi) service and cruise London for free (well, for a £82
application fee and £27 per year). Cleangreencars has discovered that
there are an unusually high number of luxury cars that have been
granted the private hire designation, including two Maserati
Quattroportes, three Maybach 62 and eight Rolls Royce Phantoms. See
the full list after the break. Cleangreecars is not happy these Band-G
cars are driving through the city without paying.

nothing there about having a special licence.

no, cab driver both times, I asked what the motor trade do when they
need to drive one.
