He was doing an "Irish" joke which, unfortunately, was considered funny in the UK at one time. it's the idea that whatever is Irish is stupid, comical or silly. Some of them seem benign ('did you hear about the Irish paper shop that blew away?') but the roots are definitely racist/nationalist. Nowadays, anyone I know would have been embarrassed to tell one, or made to feel so if they did. The alleged punch line was that Irish S&R workers are so stupid that they'll dig up a cemetery at an airplane crash site and count the bodies as victims. And it was a particularly stupid-ass joke.
