"The Los Angeles Times is reporting that California welfare money
meant to help the needy pay for food, clothes and other essentials has
been withdrawn on at least 14 cruise ships sailing out of Miami and
other ports....

.....Results of the investigation, published Monday in the Times' print
edition, found California welfare money also had been withdrawn along
the Las Vegas Strip, at Florida's Walt Disney World and at other

This is easily solved. The US forces in Korea had the same problem
issuing military script. The GIs were supposed to exchange the script
for the Korean Won, but the smart Korean merchants would take the
script, with a percentage saving (making a black market) and keeping
the (illegal for Koreans) US Script. Solution. Without notice the US
forces canceled all script and issued new script, making the old
script worthless. I was told one Korean merchant committed suicide.
So the answer to this problem is to cancel all credit cards and make
the people report, with the proper paperwork (look out for forgeries)
to get reinstated. They probably won't starve, in the meantime, and
if someone is caught on a cruise ship, they should starve.
