Who said anything about "California Customs Officials". We are talking
about the U.S Border Patrol and Immigration Agents. Nothing to do with
the state of California.


I understood it right away: he means customs officials in
California, not customs officials who are employed by California.
but what he erally means is immigration officials. The federal
immigration officials in California operate several permanent
highway checkpoints at some distance from the Mexican border, the
most notorious being located on I-5 at San Onofre. That's the one
with the famous black and yellow highway warning signs showing a
silhouette of a group of people running across the highway.

The California Agricultural Inspection stations on the borders with other
U.S. states are a completely different issue and have nothing to do with
immigration.

It's difficult to remember who's who since Homeland Security became a
cabinet-level department. I think I understand what happened. Customs were
transferred from Treasury to DHS. The old Justice Department INS had its
duties taken over by three other bureaus:

The INS Border Patrol and agents who handled immigration at border
crossing points were merged into Customs, which is now Customs and
Border Patrol. Immigration law enforcement became a new bureau,
Immigration and Customs Enforcement, the guys who raid workplaces.
Naturalization became another new bureau, too, Citizenship Services.

So when you say "immigration officials", they could be either Customs or ICE.

As we forget that Customs was supposed to be a tax and import duty
collection agency, I'm unclear as to what bureau enforces customs and
tax law when duties aren't collected at the border. Is this ICE too?

Do you know: Does ICE enforce traditional tax and import duties law when
noncompliance or underreporting is suspected? Or is this still part of
Customs and Border Patrol?

the immigration side is more pertinent to the case of ICE agents
