Default Congestion again a problem at ORD

United and American asked by govt to cut down schedules between noon ad 20:00
due to congestion problems at O'Hare.

If the airline industry picks up again, I suspect similar orders will come for
other airports as well.

Wonder if this will affect airline's fleet planning, or if those "can't add
flights" will be monimal enough that it won't have a "big picture" impact.
