As numerous other people have written to give a US
number to somebody in the UK you should tell them
+ 1 and then the area code and number

GSM mobile phones are programmed to accept
the + sign so that you can make a foreign call
no matter which country you are in.

FWIW the UK changed the International Access code
to 00 some years ago to be in line with the other
countries of the then Common Market, so 00 should
now get you an international call from anywhere in the EU

Of course if you are callint TO the UK you use + 44 and
then the area code and number (not forgetting to omit
any initial zero on the area code)
