Why this period so tough? Its not high season?

Ha! You have to look at calendars from multiple viewpoints these days.
A few years ago, I flew from Manila to Hong Kong to Vancouver on Cathay
Pacific's signature flight in mid-August.

The plane was jammed -- and not just the seats! Half the passengers
were single young people, and they were loaded down with carry-on
luggage and parcels. Sports bags, laptop computers and winter coats.
Cameras, duty-free shopping bags and huge floral bouquets wrapped in
yellow cellophane. Briefcases and box lunches. Cognac. Johnny Walker
Black Label scotch. Books, magazines and tape recorders. Backpacks
bulging with even more, shopping baskets jutting out into the aisles,
overhead luggage bins so full they wouldn't latch safely shut ....

I finally figured out what was going on -- they were all students from
Hong Kong, Taiwan and the Philippines heading for Canadian universities.
And it explained what the Cathay Manilla standby reservations office had
told me when they had called at sunrise to offer me a seat: it was that
day's flight or *nothing* for 3 weeks.

I really shouldn't complain; collectively, they represented several
million dollars in spending in Canadian college towns!

Ah, but that's going in the opposite direction to what the OP asked
for.

You are hitting the high seasons. Good luck finding "cheap" flights.

What is "quite expensive"? What dates are you planning to travel?

Good luck.

There are NO cheap ones during that period, I was told by the agencies.
Mostly in the thousands, even for the economy seats.

The seats are much booked during the summer months.

Order your cheap seats now for next year 2005 Christmas.

Try flying into Macao or Guangzhou instead of into Hong Kong directly.
