Bull, take a look at a cross border airline ticket sometime and see how much you are paying in fees for customs and remember that some costs are still buried in the cost of your ticket. When I walk across the bridge in Niagara Falls I only have to pay 25 cents. WHen I bike across the Peace Bridge I don't have to pay anything; far as I know they don't come back to the shop where I bought my bike and hit them up for money either.
