False, actually. It's been known to happen that colleges turn away
"incoming Freshman", even if tuition had been paid.

Colleges don't turn students away -after- tuition has been paid. Not
the ones I've seen and I grew up a fac brat, spent 4 years as an
undergrad, and another 4-1/2 as a grad student.

Colleges facing overcrowding may send the students on overseas programs.
Or they might push upperclassmen off campus. Sometimes they put
students in motels because there are no dormitories for them. And of
course they might turn courses that were seminars into lectures due to
increased demand.

Colleges never wait until the first day of the semester, when students
are arriving on campus, and then tell them "sorry, come back next year,
no room." That's something only airlines do.
