It also helps prevent people from taking out say $5,000 in chips, and
turning them right back in for cash for the airline miles. There have been
many stories on how easy it was to get miles on a cruise doing that, now
with the fee people would think about it. I believe some lines now even
treat it as an advance, not a purchase.

Though on the lines that let you charge chips to your on board
account.......

Actually it does make sense. The credit card companies charge the
retailers a service fee as a percentage of the transaction.

So when you use your credit card to get cash in this case, the cruise line
would lose money on the transaction, since they would give you the cash
and then pay the credit card company the service fee on top of the cash
they give you.

When you use your credit card to pay for the cruise, etc. the cruise lines
have a profit margin built into the pricing of the products and services
that includes the cost of paying the service fees. Thus they don't itemize
the credit card company service fees into your bill. However, you are
paying it in the price of the good and services you buy.

Yes on the Carnival Triumph there was one but it was a hefty fee to use it!

I thought I read that you can also cash a personal check (Navigator).
Correct me if I am wrong.

Yes you can cash a personal check or travelers check at the pursers
desk. We take some cash, some travelers checks and use our credit card.
