Default Bank charges for non-US ATM withdrawals

"Dear Fellow Travelers:" My bank has let me know that it will charge three
US dollars on non-US withdrawals - which is something that already do in the
US if you don't use their own ATM machine, plus 3% of the withdrawn amount
after conversion. That on top of whatever VISA charges as it own commission
to covert foreign currency into dollars.
For years, I have heard it said that the use of ATM was the best deal when
it came to foreign exchanges.
The charges I have just listed makes me wonder if ATM is still the best deal
or does anyone have a better idea.
I would love to hear from anyone who might have a different take on this
situation. Thanks and best. MR

About the charges maybe another bank is cheaper for you to use.

I don't like to pay money to get my own money no matter what they
charge. So I use my own bank which charges me .... nothing .... after
all, it is my own money ....
