Are those people who add their names to the petition going to pay for
the enormous cost of maintaining a Concorde in an airworthy condition,
or are they expecting someone else to pay for their enjoyment?

Good for you Chris. They want it, let them pay for it... and for all the
costs their infantile desire for high-speed travel impose on everyone else.
