Karlovy Vary?

Travel with local trains on "Bayernticket-single" (Euro 15) up to the border
at Schirnding, then buy a local ticket from the Czech conductor.
Find out the schedules on
http://reiseauskunft.bahn.de/bin/query.exe/en
to find the local trains select "without ICE/IC/EC" at select public
transport and you'll get the best connections with a Bayernticket.
If you're more than one travelling there's a Bayernticket at Euro 22 valid
for up to five persons.

Buy a HappyWeekendTicket (EUR 28,- if bought from a ticket machine).

Only valid for local trains (not much alternative on this route anyway), but
for up to 5 people travelling together. This ticket is valid for travelling
a bit into to the Czech Republic INCLUDING Karlovy Vary:

on a weekday (Mo-Fr) past 9am
There is a similar ticket the Bavaria-Ticket (EUR 15,-/22,-) which Lennart
already mentioned in his reply

This ticket is only valid in Bavaria, i.e. to the German/Czech border in
this case.
Cheb to Karlovy Vary is CZK 76,- (approx. EUR 2,35). Starting at the border
and bought from the conductor it will be a bit more expensive.
