Huh??? The only context in which this makes any sense is if you're
referring to the extent to which states can make their own laws,
subsidiary to federal laws.

Yes. However, the European Court in Luxemburg decided that following
already existing European treaties Member States shall not make
international ttreties concerning air transportation:
