Does this phase hold some unique colloquial meaning, a slang ?

Withstanding that-

Anything but Milano, Roma and a little less so Napoli. Fast food
outlets I think have a strong correlation to a rushing society.

Il could be connected to a slow way of life. Slow in the meaning of human,
quiet, good.

If related to food, it means that in that city the food is very good,
genuine, old-style.... (slow food vs fast food).

This is an outgrowth of the "slow foods" movement...meaning traditional
food. prepared by hand, the opposite of 'fast' food. Cities with a
traditional way of life can identify with this movement. I'm sure a google
search will lead you to the appropriate websites.
