Default a 100 point ID?

in dealing with an AUS bank i was asked if i possessed a 100 point ID
needed
to open an account ... what is this 100 point ID and what this 'point
system'

Australian government requiremenrt to stop people opening accountsa in false
names...Doesnt work, totally still peoplk seem to be able to do it illegally
look at National Australia Bank sirte below for details.
