Default Spanish Language RCI Commercial

Two days ago I saw a Spanish language Royal Caribbean commercial in Curacao.
I think it was aimed at the South American market. I don't speak Spanish so
all I can do is describe what I saw.

There were three screaming children. A man who appeared to be their father
appeared to be telling them all the things they could be doing. I heard the
word "basketball." The children left the cabin. The man hung a "Do Not
Disturb" sign on the door and closed it.

It looked to me like the commercial was encouraging people to let their
children run wild on cruise ship. Contrast this to the commercials in the
US where parents turn their well behaved children over to counselors for
supervised activities.

Is there a cultural difference that I'm not aware of?
