Personally I use Schwab bank.

Just for your info: ATM at Kasikorn Bank on Koh Chang didn't take the 150B
fee last week.

This is very good news.

I like more and more this bank as they usually have the best exchange rate
as well.

Definitely a foreigner friendly bank.

Foreigner friendly? Maybe. Or it could just be that they haven't yet
completed development work on their internal computer systems to
enable them to start charging a fee on foreign card withdrawals.

Their good rates are not recent. They always offer the best Euros change
values for quite a long time now.
