now I know theres another thread about tipping but in New York what
would it be normal to tip from bell boys to waiters '

There are probably more than one other thread on this. In New York it's
15-20% for waiters. For bell boys it depends on number of pieces of
luggage. I would say from $2-5 per piece.

One dollar per bag for bell boys. For full service restaurants (where
food and drink are served to you at a table or bar), the typical tip for
average service is 15% of the pre-tax bill. Many people tip up to 20%
for service that exceeds expectations and there's nothing wrong with
tipping less than 15% for service that falls well below your
expectations.
