IME, unless you have a very good map and directions it is
virtually impossible to avoid the toll roads. They have taken
all the signs away to reduce use of the little roads and
unless you are sure from your map which road to take
you will likely go wrong.

I can't speak for the Czech Republic, but what you say is certainly true
for Switzerland and Austria.
