Actually, I believe they had enough passengers.

They are claiming they had 90% passenger loads in the last two weeks of
August.

The problems were in
Government bureaucracy on both sides of the border. The US would not
allow transport trucks through, $20,000/day lost in revenue

This is the real killer and it's interesting that this seems to be the
first time it's been publically mentioned.

Bull, take a look at a cross border airline ticket sometime and see how
much you are paying in fees for customs and remember that some costs are
still buried in the cost of your ticket. It was wishful thinking on the
part of CATS that they would not have to bear the same financial burden
as the airline industry.

And the Canadian side did not
have proper buildings and facilities.

Double bull, lack of a white elephant terminal was clearly not deterring
passengers. Plain and simple this service was never going to be
economically viable without truck traffic. CATS whinging about the lack
of a terminal is just posturing, beacuse they know that once a lot of
money is spent on a terminal on the Canadian side they would be able to
do what they are going to do on the US side, demand more government
money to preserve the "investment" that has already been made.

When I walk across the bridge in Niagara Falls I only have to pay 25 cents.

WHen I bike across the Peace Bridge I don't have to pay anything; far as I
know they don't come back to the shop where I bought my bike and hit them up
for money either. Why do public transportation operators have to pay fees
that private transportation users do not?
