"Fleet" or the equivalent, was specified with the U$20,000 figure.

Many countries have extremely heavy import duties of foreign cars,
many of them up to 100%.

I'll never forget seeing, my first visit to Europe, a Chevrolet
business coupé (General Motors' cheapest car) driven by a liveried
chauffeur with a very elegant old woman in the tiny rear seat.
