Official vs actual carry-on luggage dimensions (USA)

I'm shopping for a large carry-on bag, and I'm struck by the fact that
virtually all of the manufacturers' sites give the dimensions of their
large ones as 22x14x10".

From looking at several different web sites, it appears to me that the
official maximum size for a carry-on bag is 22x14x9".

Can anyone explain the discrepancy? I can understand that most
airline personnel might ignore the difference between 9" and 10", most
of the time, but that strikes me as a tenuous basis for buying a piece
of luggage -- or selling one. I don't want to have to spin a roulette
wheel each time I fly to find out whether I will be allowed to carry
on my carry-on bag.

I bought a carry-on from the Rick Steeves site that was advertised as
meeting the 45" requirements but when I received it the wheels were
half an inch too long. I love the bag, though, so I check it.

Really?

My max sized carry on is 22 by 15 by 8. There was a large choice of bags in
this size.

And in Australia, it's even worse. The length dimension IIRC is only 20"
not 22". No exceptions! And heavily enforced.

If it is a bag, surely the measured dimensions are somewhat irrelevant
providing you can squash it into the carry-on bag size tester (what's
the correct name for the thing) by the gate.

I called it a bag but it is actually a wheely thingy and not
squashable. I've always traveled with squashy nylon bags with over
the shoulder straps before this, but I'm aging and thought the wheely
would be easier. Which it is.
