Default Traveling to Europe and buying a used car

How does someone, as a tourist, fly into Germany, buy a used car, and drive
it all over Europe?

There seems to be a lot of help for people buying new cars, but what about
used cars?

I cannot image that there is no solution for my problem.

Some one please help me?

I'd be interested to be proved wrng, but i think it is impossible, at
least in the countries I know well (UK and France). Might just be
possible in the UK, but getting insurance will be near impossible.
