In every tourist city (Hue, Saigon, Hoi An...) there will be plenty of
travel agents. You can book a bus trip to Laos from any of these
people. It doesn't matter who you book with as all travelers are
consolidated onto the same bus. I went from Hue to Vientiane on an
overnight bus. Along the way, many things went wrong, but I finally
arrived in Vientiane 3 days later on my own. The problem is that not
many people go into Laos. Most people on the bus will be Hanoi bound
so anyone going to Laos is a low priority for the bus driver. I was
simply dropped at a government massage/hotel at 2am to await a
connecting bus by myself.
The bus into Laos is packed with locals and tons of merchandise. No
legroom because there will be merchandise there.
Laos is beautiful.
good luck!

There are buses to from Hue to Savanaketh, though be aware, when you buy the
ticket you might not be informed that you have to change bus several times.
We did it by bike some years ago
