EEC = European Economic Community (unless there's another meaning I don't
know about).

E111 = http://www.direct.gov.uk/en/diol1/doitonline/dg_4018163 (that
explains it far better than I could)

The EEC was the European Economic Community, a forerunner of today's
European Union (EU). People sometimes still say EEC when they really
mean EU.

The E111 was a document which entitled people from one EU member state
to receive state-provided medical care in any other member state - in
other words a multi-state reciprocal agreement under which the British
health service would treat Italian visitors, and the German health
service would treat British visitors, and the Italian health service
would treat German visitors, and so on. It has now been replaced by
the European Health Insurance Card which serves the same purpose.
