No. I think that Mexico City has an arrangement where you're only allowed to
drive a car on even or odd-numbered days, depending on the rightmost digit
of your license plate.

I know for a fact that a ride on Mexico City's subway costs only $0.20, and
there are no zones; you can ride from one end of the system to the other on
a single fare.
