Default No Car Rental Drop-Off Charges in LA Area?

Does anyone know if any of the car rental companies do *not* have
drop-off charges for a car rented in (say) Anaheim (California) and
dropped off at LAX?

This depends on when you want to rent and where you want to pick up the
car. Rental agencies' policy for having drop off charges varies based on
their need to get cars from one agency to another, so call around to
those that operate on both ends and see what they say.

My experience with the major car rental agencies is that you can pick
up at one LA area airport and drop off at another without a charge.
I'm pretty sure that I have done it with Alamo, Hertz and Avis. You'll
need to confirm with each agency.
